<p>In 2017, the Client commissioned a feasibility study for a lake transportation system for ferry and cargo movements in the releva nt region. HPC and their partner implemented the survey to understand the na ture and volume of passenger and cargo movements across the lake under consi deration. The study examined the market potential, technical feasibility, an d design of infrastructures of alternative options to develop lake-based pas senger and cargo transport services. As the project was assessed as economic ally and financially viable, it is now being developed further. The project' s initial phase aims to create relevant port infrastructure and attract priv ate investors to operate and manage the ports and ferry services along the l ake. After a revision of infrastructure investment costs based on a detailed investigation, the Client engaged HPC to update and extend the previous eco nomic analysis of the Feasibility Study to assess the cost impact of revised investment costs on the project's economic viability. This serves the Clien t as a basis for further decision making.</p>

<p>In August 2020, a massive explosion destroyed large p arts of the Port of Beirut and placed a constraint on much-needed grain impo rts to Lebanon. The country relies on grain imports as stable food and anima l feed. The country's second-largest port, the Port of Tripoli, could repres ent an alternative import gateway and significantly contribute to Lebanon's food security. EBRD contracted HPC for a high-level pre-feasibility study ai ming to assess the technical, financial, environmental and legal feasibility of the realisation of grain silo facilities at the Port of Tripoli.</p>

<p>TMEA supported the Rwanda Transport Development Agenc y (RTDA) to enhance transport & trade connectivity on Lake Kivu. The obj ective of the study awarded to HPC (in JV with Sellhorn Ingenieurs gesellschaft mbH) was to develop a ferry and vessel transport syst em on Lake Kivu, capable of high-speed access between the centres of Rubavu, Karongi and Rusizi, and subsidiary ports, to provide increased water-based transport connectivity for Rwanda initially, and subsequently to develop new access of cross-border trade directly across Lake Kivu to the (DRC).</p>

<p>To provide for growth in container trade, Tanzania Po rts Authority (TPA) planned to develop an additional container terminal (ber ths 12-15) on the western side of the port of Dar es Salaam. This project wi ll also include deepening and possible widening of the entrance and all navi gation channels within the port up to the site of the new berths. The entran ce and navigation channels will be designed to accommodate full-size Post Pa namax container vessels. Accordingly, the project aims to investigate the mo st efficient option to deepen and strengthen the container terminal located at berths 8-11 with the view of increasing its capacity to handle the above- mentioned container vessels to cater for anticipated container traffic. The general objective of the consultancy services was to provide a technical, fi nancial, and environmental feasibility assessment on the most suitable metho d of strengthening and deepening of berths 8-11 from the current level of ap proximately 11 m to 15.5 m below CD.</p>

Update and Extension of the Economic Analysis for a Lake Transport Connectivity Project in Africa's Great Lake Region
Challenge
In 2017, the Client commissioned a feasibility study for a lake transportation system for ferry and cargo movements in the relevant region. HPC and their partner implemented the survey to understand the nature and volume of passenger and cargo movements across the lake under consideration. The study examined the market potential, technical feasibility, and design of infrastructures of alternative options to develop lake-based passenger and cargo transport services. As the project was assessed as economically and financially viable, it is now being developed further. The project's initial phase aims to create relevant port infrastructure and attract private investors to operate and manage the ports and ferry services along the lake. After a revision of infrastructure investment costs based on a detailed investigation, the Client engaged HPC to update and extend the previous economic analysis of the Feasibility Study to assess the cost impact of revised investment costs on the project's economic viability. This serves the Client as a basis for further decision making.
