Pre-feasibility Study Lebanon Grain Silo
Challenge
In August 2020, a massive explosion destroyed large parts of the Port of Beirut and placed a constraint on much-needed grain imports to Lebanon. The country relies on grain imports as stable food and animal feed. The country's second-largest port, the Port of Tripoli, could represent an alternative import gateway and significantly contribute to Lebanon's food security. EBRD contracted HPC for a high-level pre-feasibility study aiming to assess the technical, financial, environmental and legal feasibility of the realisation of grain silo facilities at the Port of Tripoli.
Tasks Performed
- Analysed market for grain demand, imports and exports
- Prepared demand forecast for types of grain
- Determined capacity of existing facilities
- Determined capacity demand based on demand forecast
- Planned equipment, infrastructure and staffing requirements
- Assessed environmental and social requirements and effects
- Estimated cost of construction
- Assessed financial and economic feasibility
- Assessed legal and financing options of the company
- Risk analysis
- Prepared implementation strategy and plan
