Assessment of Economic Benefits of the Paderborn/Lippstadt Airport

The Challenge

The International Cargo Terminals and Infrastructure PVT. LTD. (ICTIPL) has been in the process of deciding about the way forward for the development of its new Paradip International Cargo Terminal (PICT). The greenfield terminal will be located at the Indian East coast and shall handle different commodities such as containers, break bulk and dry bulk. In order to develop the most efficient terminal design, ICTIPL has requested HPC Hamburg Port Consulting GmbH (HPC) to support the process by assisting the terminal layout planning and verifying the terminal design and processes by means of a tailor-made dynamic terminal simulation study.

Tasks Performed

  • Discussion of alternative cargo handling concepts and operations
  • Development and assessment of alternative terminal layouts
  • Analysis and calculation of resource requirements
  • Determination of quay, rail, gate, storage, and ultimate terminal handling capacity
  • Development and implementation of dynamic terminal simulation model
  • Conducting simulation experiments and sensitivity analyses with implemented simulation model
  • Analysis and operational assessment of simulation results
  • Deriving recommendations for most efficient equipment types and quantities
  • Discussion of alternative phasing strategies
