Strategic Study for the Development of a new Port in Beirut
Challenge
Following the explosion in Beirut in 2020, the UNODC and the German Federal Ministry of Economic Cooperation and Development requested HPC (together with Colliers International and Roland Berger) to prepare a strategic study on possibilities to redevelop the port precinct. The study’s objective was to develop a self-funding concept for rebuilding the port and city and integrating the two in a modern format to optimize the port. This should include new governance options, financing options and identification of cargo that should be moved out of a city port.
Tasks Performed
- Developed new port layout along optimized aspects
- Increasing productivity while optimising space and quay usage
- Developed a new governance structure with options for the Lebanese to select, ensuring compliance and transparent structures
- Financing models between aid and self-funding considered
- Port performance analysis
- High-level view of engineering and salvage requirements
- Market analysis and forecasting for the next 20 years
- Hinterland potential evaluation, market study and potential analysis
- Competitive port analysis for containers, bulk and breakbulk, including ro-ro
- Integration into waterfront development
Benefit
With the study, HPC aimed to develop a self-funding concept for rebuilding the port and city and integrating the two in a modern format to optimise the port. This should include new governance options, financing options and identification of cargo that should be moved out of a city port.
