<p>In preparation for providing a new TOS for HHLA I
         nternational's multi-purpose terminals in Estonia, Italy and Ukraine, HPC wa
         s assigned to elaborate on functional, interface and technical requirements 
         for TOS. The challenge was to engineer generic needs suitable for all existi
         ng and future terminals to support handling of different types of cargo, i.e
         . containers, breakbulk, ro-ro and dry bulk.</p>

<p>VICT was awarded the concession to develop and operat
               e the Webb Dock Container Terminal in Melbourne. The facility was to be deve
               loped into a state-of-the-art terminal featuring an unmatched degree of auto
               mation on the Australian waterfront. The proposed terminal will inter alia f
               eature semi-automated ship-to-shore cranes, fully-automated shuttle carriers
                and stacking cranes. For the operation of fully-automated terminals a smoot
               hly-functioning IT is the most important success factor. HPC specified the I
               T requirements for all systems necessary to operate the fully-automated cont
               ainer terminal, as well as the adjacent empty park. Based on the BPMN 2.0 pr
               ocess specification and the IT landscape, the IT requirements for the Termin

<p>RheinPorts, an international consortium consistin
                     g of the port authorities and adjoint chambers of commerce of Basel (Switzer
                     land), Mulhouse (France) and Weil am Rhein (Germany) intended to optimise th
                     e barge traffic on the Upper Rhine aiming at an overall berth planning for t
                     heir container terminals and streamlining of customs procedures between the 
                     European Union and Switzerland. For this purpose RheinPorts initiated an IT 
                     platform, which should optimise the processes between the main stakeholders 
                     for barge operations, mainly container terminals, shipping lines, barge oper
                     ators and customs. As part of this project, HPC elaborated a comprehensive s
                     pecification for the IT platform containing business processes and derived f
                     unctional requirements. It was completed by non-functional requirements such
                      as technical, interface and organisational requirements to be fulfilled by 
                     the future IT platform. Important part of the specification phase has been t
                     he integration of all different stakeholders and the organisation of clarifi
                     cation workshops in order to ensure a broad acceptance of the platform. The

<p>TerminalStar software is applied as the new Integ
                     rated Terminal Control System (Integriertes Terminal Steuerungssystem – IT
                     S) at HHLA's biggest Container Terminal Burchardkai (CTB). Solution provider
                     s HPC and INFORM had been chosen to implement their software product for the
                      control of all terminal logistics processes as the new terminal operating s
                     ystem (TOS) at CTB. HPC's activities comprised storage optimization by IT-su
                     pported stacking policies, changing to an automated RMG yard, integration of
                      software into newly designed and existing systems, conversion to operate mi
                     xed equipment (automated and man-driven), control of cargo and traffic flow 
                     on the new terminal as well as the establishment of simulation and test-beds
                      for quality assurance and seamless transition while commissioning. CTB's te
                     rminal extension was set up as a multidisciplinary project with complex task
                     s in civil engineering, procurement and implementation of new handling equip
                     ment, development of new operation strategies and various tunings of interfa
                     ces and processes.</p>

Process and Requirements Specification for a Terminal Operations System ("TOS@HIG")

The Challenge

In preparation for providing a new TOS for HHLA International's multi-purpose terminals in Estonia, Italy and Ukraine, HPC was assigned to elaborate on functional, interface and technical requirements for TOS. The challenge was to engineer generic needs suitable for all existing and future terminals to support handling of different types of cargo, i.e. containers, breakbulk, ro-ro and dry bulk.
