Evaluation and Selection of a Terminal Operating System (TOS) for Multipurpose Terminals

Challenge

Against worldwide expansion and productivity improvements, Bolloré intended to streamline operational IT systems across their terminals in Africa, France, India and Haiti. After completing a business process analysis for a typical multipurpose terminal, HPC supported the customer with the IT procurement for a  terminal operating system (TOS). The project thus comprised evaluating different TOS on the market.

Tasks Performed

  • Analysis, design and modelling (BPMN 2.0) of business processes at multipurpose terminals
  • Elaboration of specification of TOS requirements according to the IT strategy and the expansion plans of Bolloré Ports
  • Detailed specification of functional, interface, technical and organisational requirements for the tendering process
  • Selection of participants in the Request for Interest (RfI) for a TOS
  • Running of a two-stage tendering process (RfI/RfP) with 14 and 10 suppliers, respectively
  • Evaluation of submitted proposals
  • Preparation of a supplier recommendation
