Pre-Feasibility Study for a Logistics Center at the Baskent OSB Industrial Zone

Challenge

The main objective of the assignment was to develop a pre-feasibility study to assess the economic viability of a logistics centre inside the Baskent Industrial Zone. The provision of services of a logistics centre was assessed as a unique selling proposition for the Baskent Industrial Zone as compared to several competing industrial zones in the Ankara region. HPC identified specific objectives for each task, consisting of market analysis, resource requirements and land use plan, and financial analysis. During the market analysis, more than 25 companies and associations were interviewed in order to help identify the most requested logistics services in the market. A second important aspect was the evaluation of the opportunity to connect the logistics centre to the national railway network passing adjacently.

Tasks Performed

• Conducted more than 25 face-to-face interviews
• Elaborated a list of mainly requested logistics services from the manufacturing sector in the Ankara region
• Elaborated a macro-economic overview of the current situation in Turkey and expected impacts on logistics services
• Developed a possible layout of the logistics centre including a rail container yard as well as warehouses
• Defined CAPEX based on expected construction work (roads, terminal, warehouses, and equipment) and OPEX based on required staff, energy, and maintenance
• Analysed the financial viability of such a project considering required CAPEX and OPEX as well as expected revenues
• Presented first concepts on operating model to show opportunities how deep the Industrial Zone Administration should/could be involved in operating such a logistics centre
