<p>PortosRio, the Port Authority of Rio, established new
          criteria and pricing for the port dues that compensated for the use of the 
         port's waterway access. This resulted in excessive costs, particularly for g
         eneral cargo operations, causing financial losses for MultiRio, which operat
         es a container terminal under a leasing landlord agreement. As part of this 
         agreement, the leasing fees already include port dues. &nbsp;The Client requ
         ested that HPC study the new port dues structure implemented by the Port Aut
         hority of Rio, compare it to those applied at other ports in Brazil, assess 
         the legitimacy of the criteria used for its calculation, and produce a repor
         t with the findings.</p>

<p>The changes led to an estimated annual savings 
         of $450,000 for the Client, demonstrating the effectiveness of HPC's detaile

<p>Located on the shortest route from Asia to Europe, Ge
                     orgia is part of the TRACECA corridor. Cargo traffic through the country's f
                     our existing ports had been increasing significantly over the past years, an
                     d the ports were congested. Also, the water depths in the ports were not suf
                     ficient to accept Panamax or VLC vessels. To improve the situation and to be
                     nefit from the strategic location, the Government of Georgia planned to esta
                     blish a new deep-water port in Anaklia under a BOT type Public Private Partn
                     ership scheme in a competitive tender. To assist the Government in the selec
                     tion process, HPC was mandated to act as technical and financial advisor for
                      the tender process.</p>

<p>The privatization of 12 Greek ports marked a corn
                     erstone in the country's process of transferring state-owned assets to priva
                     te investors. The overriding task of the project was to assess the Greek por
                     ts considered to be of national interest, identifying those, which are of in
                     terest to the private sector. Subsequently these assets were structured to a
                     ddress market requirements in order to maximize the value to the Hellenic Re
                     public. The future organization of all port assets was hereby analysed in de
                     tail in the course of Greek's new National Port Strategy. On the basis of th
                     e political consensus on the future port strategy, the privatisation of the 
                     Ports of Piraeus and Thessaloniki has been initiated. The Port of Piraeus ha
                     s been successfully privatised in 2016, while the privatisation of the port 
                     of Thessaloniki is expected to be completed in 2017. HPC provided continuous
                      assistance in the transaction processes of the two ports including, amongst
                      others, assistance in the preparation of all relevant tender documents and

Benchmark Study on Port Dues: Rio de Janeiro Port vs Other Brazilian Ports

Challenge

PortosRio, the Port Authority of Rio, established new criteria and pricing for the port dues that compensated for the use of the port's waterway access. This resulted in excessive costs, particularly for general cargo operations, causing financial losses for MultiRio, which operates a container terminal under a leasing landlord agreement. As part of this agreement, the leasing fees already include port dues.  The Client requested that HPC study the new port dues structure implemented by the Port Authority of Rio, compare it to those applied at other ports in Brazil, assess the legitimacy of the criteria used for its calculation, and produce a report with the findings.

Tasks Performed

  • Analyzed PortosRio's tariff calculations to substantiate claims of overpricing and unreasonable criteria
  • Navigated complex pricing structures and regulatory frameworks, justifying claims through detailed analysis

Benefit

HPC's comprehensive report provided unassailable substantiation for a tariff discount and a revision of the tariff criteria. This resulted in the Port Authority implementing a price reduction, which was duly authorized by ANTAQ. 

The changes led to an estimated annual savings of $450,000 for the Client, demonstrating the effectiveness of HPC's detailed analysis and strategic approach in addressing the challenges.
