The Challenge

As one of the leading construction companies of the Republic of Azerbaijan, EVRASCON was building the New Port of Alyat to serve as the country’s new sea trade hub. HPC was tasked to review the new port with regard to achieving compliance with International Ship and Port Facility Security Code (ISPS) to meet international security standards. In this context HPC surveyed the construction plans and site to review the technical security measures, both pre-planned and already existing, to develop a tailor-made security system in close cooperation with the client. Furthermore, HPC, together with the responsible Port Facility Security Officer (PFSO), developed an operational security concept outline, which would serve as the basis of a Port Facility Security Plan (PFSP) to achieve ISPS compliance for the New Port of Alyat.

Tasks Performed

  • Analyse the future terminal layout
  • Identify potential technical/constructional weak points of the port
  • Compile a report on present technical security measures
  • Suggest technical security measures based on the Consultant’s experience and best practice of exemplary ports
  • Identify necessary operational/organisational measures to achieve ISPS compliance
  • Compile a security concept report as basis for the PFSP
