Estonian-German-Georgian Team to Win EBRD Tender for Port Community System (PCS) Feasibility Study in Georgia

Estonian companies Cone Center OÜ, E.N. Shipping Services OÜ, Saaresalu OÜ, and HPC Hamburg Port Consulting GmbH from Germany and Plisk Ltd from Georgia have won an international tender for the Maritime Transport Agency of Georgia financed by the European Bank for Reconstruction & Development (EBRD) and supported by the Georgia Investors Council Secretariat.

PCS is an electronic platform that connects various port management systems ensuring secure and fast exchange of information between the stakeholders - the port, the public, and private sectors. The implementation of the project will help to upgrade the management and automation of ports and logistics processes, improve inter-agency coordination in Georgia, and significantly reduce administrative burden and bureaucracy.

The feasibility study for introducing PCS will also explore the possibilities of integrating PCS with associated regional systems (the Black Sea and European Neighborhood Policy countries, EU systems).

The consultants' team will conduct a feasibility study on the implementation of PCS within ten months and will provide Georgia with the recommendations and guidelines for the development and implementation of PCS in Georgia.

Project Manager Eero Naaber from E. N. Shipping Services states that “we want to deliver the best Estonian logistics ICT practices and best German and global logistics business experiences fitting to the Georgian national interests and practicability.” The team of consultants will contribute to enhancing Georgia’s logistic sector’s competitiveness and regional connectivity.
